Having an issue where placing concrete removes some but not all of the doodads / plants / shrubs.
Not running any mods.

It's sort of by design, but we are thinking into reviewing that. There was even mod that removes all doodads over concrete just by adjusting probability-of-removal in .lua from something like 0.3 to 1.0

I'd personally be in favour of it being 1.0 by default for concrete, maybe not for bricks though, makes sense that plants could grow between bricks.
