This is a minimum demo of the issue. There is 1 available construction bot and 1 available storage chest. The bot will never upgrade this chest.
If I stick another storage chest in that empty storage chest it will fast replace then. If I deconstruct that storage chest it will use the deconstructed chest to fast replace.

Ran into this issue on Fulgora while trying to remotely fix a design problem of my own creation. Had to build a stroage chest the deconstruct it to make them fast replace the passive provider.
