[0.12.1] Unexpected error, CTD (with mods)

Description:
i was changing the config from RSO-mod: "disableEnemyExpansion = false" to true
After changing, the error happened and the game crashed to the desktop.

Make sure you're using the latest version, which is 0.12.3 at this time.
