[SOLVED] 14.8 Win/Server <unspecified file><4>: expected ':'

i'm trying to set up a headless server from the package version in win7, and play on the same machine.

i've...

created a server.bat file in bin/x64 with the following

code

created \bin\x64\saves and copied my save "4.zip" to it.
copied \config\config.ini file and created 'server-config.ini'
changed write-data=__PATH__executable__\..\..\ to write-data=__PATH__executable__\..\..\server in 'server-config.ini'
created the \server folder, and copied player-data.json to it.
changed my port number in \config\config.ini to 34198
opened server-settings.example.json in notepad. entered my data including login & token, and saved as server-settings.json in bin\x64

opening a console with admin privliges i cd to 'C:\Program Files\Factorio_0.14.8\bin\x64' hit [enter].
type 'server.bat' [enter]

and i get this

headless.error.png

what does this error mean, and how can i fix it please.

My guess would be an error in the server-settings.json file
