Migration Error from 14.23 to 15.1

The error message comes with:

"Error when opening data\base\migrations\2016-04-22_Factorio_0.13.0.lua for reading: No such file or directory"
I use Factorio not connected to steam, this error shows up after all the downloading of the 15.1 package completes and then just exits the game when the error goes away. When I relaunch Factorio, it is still version 14.23 with no change and asks to update to 15.1 again. I tried this 3 times with no change.
Since this is a locating file error, I'm not sure what other information I could post here that would help.

Any suggestions?

I noticed that there was an update 15.2 that came out, I tried updating Factorio again with the auto updater and it still shows the same error when it completes the 15.1 update and just reverts back to version 14.23.

Will I be able to update to 15.1 when it becomes a stable release? If so then I can wait for it, but if 15.1 keeps having this error then I can't update my Factorio past it.

You should go to factorio.com and download game again - it's missing a file to update by normal way properly.
