'Failed To Download Mod List'

I have no idea what is causing this, yesterday everything was working just fine. I know it isn't a connection issue because I can view multiplier servers. I have tried to uninstall and then reinstall the game, uninstall steam, restart my pc, verify game file integrity, and remove all mods manually and it still remains. (I also can't update mods [not that I have any])
