Won't let me select which display to use

I am on the experimental branch, 0.13.15, should be the most current version at the moment. it worked fine a couple days ago but when I opened the game yesterday, it opened full screen onto my 2nd monitor. It happened before but I just had to select screen 1 in the graphics options. right now, screen 1 is selected but it will not move off screen 2 when full screen is selected.
I checked my display driver and it says it is up to date, I did have something from AMD fail to install earlier in the day but everything else seems fine and it says the driver is up to date. is this a bug with my system or something with Factorio? is there a boarderless window option? do I need to post any log files or anything here?
