Tried Searching the forums to no avail.
Running Version 0.14.21 Via Steam Launcher
Any time I try to set options the game forgets them and reverts back to preset options when exiting the game and relaunching.

You could maybe also get away with only deleting the config folder instead of the whole Factorio folder.
