[16.51] Low ups/fps cpu doesnt ramp up freq
I cant utilise my cpu as i can thermal isnt the problem

- as you can see cpu doesnt past 2.8ghz but it can go as much as 3.1 ghz

The turbo state depends on the utilization of the other cores, you will only get the maximum if the other cores are idle, the maximum turbo would be at 3.5GHz.

btw I have 960m and it barely past %60 percent
