factorio exe being deleted

I have had this before with .17, I just downloaded .18 yesterday and all the files are there but the exe. I don't want to download the whole installation every time this happens (usually is not that big of a deal with xGbPS/connection, but other connections can suck). I checked other games it is just this one.

Only program I run for security is Avast but there is no logs/history of it being the culprit. Any one have any ideas what is happening?

(windows defender, and smart scan are all so disabled.

So I guess it's more than just the exe being deleted
