Yes when purchasing you can decide if you want the activation code linked to your account or if you wish to send it to another person.

I have a very specific question regarding gifting.
If I were to want to gift this to the winner of a contest, would I need to wait until after the contest is over before I should buy it since I wouldn't know who to gift it to before a winner was chosen, or could I keep a "Purchase" in reserve and request the Activation Code later?
What if I wanted to gift the game to somebody who already had it, would they be able to gift it to somebody else? (say that, by the nature of the contest, you would already have to own the game to participate)
Or would there be some separate process for this specific kind of thing?
