Hi community of Factorio :)
Hi Bob, I have a problem I seem to not understand, why this Isn't functioning here goes.

I have a Base mod version 0.12.3, and one of your mods says it need base mod >=0.12.1, means my base mod should be accurate to or that higher to that mod right? ^^'

last I now this isn't your mod or anything, but would be happy to know why these won't work, should i downgrad my base mod? srry for this inconvenience^^

Factorio 0.12.3 is really old (8 months), you should update to 0.12.29 (stable) or 0.12.30 (experimental).

The Factorio version numbering system is a little bit confusing for some, it is 0.12.[x], where x increases by one each version. So it goes 0.12.0 to 0.12.9, then 0.12.10 to 0.12.19, and then 0.12.20 to 0.12.29, then 0.12.30 and up.

You can see that the base mod is too old because it is marked red, which is the case for most of your mods.

ohh I really thought i had the highest, Thx for clearing it out Daniel, cheers friends :)

Edit: by the way, do the mods when they say >=0.12.20 and i have updated to 0.12.29 still work?
just wanna be sure

Yes, the last big change was with 0.12.11, so most mods that are >= 0.12.11 will work in 0.12.29.

Some of the dependancies like base >= 0.12.11 for the clock mod are because something in the base game changed (In this case, 0.12.11, the scripts change from using "game" to using "script", which broke a lot of things). there should be a version of my mods available for most versions of factorio, but it's better to make sure you have the latest version of everything.
