Steps to repro:
0. Install factorissimo2
1. Build factory building mk2 and go inside it.
2. try to build an inserter, notice the blue overlay showing power grid availability (I'm colorblind so it might not be blue, but that's irrelevant)
3. Go to the top of the factory and zoom in all the way.
4. try to build an inserter, notice the blue overlay isn't visible.
5. If you walk down (staying zoomed and trying to build an inserter), the blue overlay will show again.

Looks like the power overlay isn't rendered for power pole buildings that are off-screen. This is a problem for some mods as they might have power poles with large ranges. Though relatively minor as you can just zoom out.

Yes, this is one of the limits of rendering. We have to decide when to stop rendering things outside the screen area and when modding super long range things like this it doesn't render while off screen.

This is a duplicate of 54972. This topic is older, but this only shows an extreme modded case. While the other is reproducible in vanilla.
