I could not get the images to show up correctly like I did in my Reddit post, I left all the text here and will insert pictures later once I figure it out. I will put the Reddit link here to see the original with pictures.

The first thing is the taskbar;
I think it should be defaulted to the reverse order than what it currently is when you start a new game.
Right now they start with 1 at the top and increase as it goes down, Whereas I think 1 should be at the bottom and increase as it goes up
Every time I start a new game I always switch the order of the task bars so that 1 is at the bottom
It feels like the default order is inconsistent with how the order of all the other taskbars are ordered when you go to select a different one
For me at least this just feels easier to associate the individual bars with the above section when they all line up in the same order
The Second thing is the character toolbar;
My main concern is with how it functions when you enable the option to move it to the right, next to the quick bar.
The default interaction with it on the far bottom left works completely fine and no real complaints.
When you are not in a vehicle everything looks and works fine, but once you enter a vehicle something very jarring happens.
The entire character tool window shifts quickly to the left to make room for the vehicle.
Instead of the character tool window shifting when getting into a vehicle, I think the vehicle window should appear to the left of the character window.
This change would remain consistent with how the character window always remains in a static location and the vehicle window appears next to it, like how it functions when the character window is on the left side of the screen.
Alternatively, the vehicle window could appear above the character tool window as an additional option if you have all 4 quick bars active.
Same thing when it is in the default far left corner.
One of my few UI complaints and inconsistency. My idea for a simple change.

But you don't have to have your most common items on 1, you would then have them on 2 or 4 depending on how many bars you use. If you completely removed the numbers and just had the taskbars with items on them and you brought up the full list of taskbars, it would feel jarring that the default layout was the reverse of what popped up.

Keep in mind also that the top row is keyed to the 1 to 0 keys. Yes, you can rearrange the rows and so forth. But with your scheme, the default would be 4 on top, and the most common items, keyed to numbers, would be on row 4 instead of row 1. Or they would still be keyed to row 1, but row 1 would be the lowest row, which would put it farthest from the center and thus hardest to see. Neither way would be more intuitive or more usable.

I actually have no issues with the way it is now, and feel like changing it now would just screw everyone up.
As mentioned, most people associate number 1/top row with most commonly accessed items, and as such it makes sense for these to stay. The fact that the expanded selection is in reverse order actually makes sense, too, as you are clicking on one of the numbers (thus your mouse is already below the expanded selection pane) and then traveling up the list to find the next one you want.
I also see no problem with the other toolbar moving when in a car. I'd rather it do that and keep the relative left/right positions of the character and car then have it be different. I'd think that most people don't click down there often enough to have muscle memory on the physical positions of things relative to their screen....
