Allow removing deactivated mods without restarting

The game restarts when you press apply even if all you did was remove a deactivated mod.

You don't know what mods do when they are loaded. If you need restarting after adding a mod, you also need restarting when you remove it.

If a mod is deactivated, it doesnt get loaded... then it should be save to remove them without restarting.
