TL;DR: Blueprints should have checkboxes for "ok to downgrade" and "upgrade if possible."
Example: I have my early-game blueprint that's all slow/yellow track. "upgrade if possible" means to build it with express track, now that I'm later in the game.
Example: I have my old blueprint from previous game that's all express-track & assembly-plant-3s, exported as a string. Now I'm in a new game, where it's all yellow/red track & assembly-1s & -2s. I'd check the "ok to downgrade" button, and my construction bots would do "best fit."

Re: Up/down-gradable Blueprints.
Idea is good, but You end up with pure chaos, and randomly replaced patches of belts...
