To reproduce:
1) Create an "active" circuit. And by "active", I just mean that you can hear the "calculating" sound effect of a circuit building such as a Decider.
2) Select that building which is playing its sound to open its gui
3) Pause the game (The "Pause game" action under Miscellaneous in the Controls settings)
4) Observe that while all music, sound effecs, ambient sounds, and everything else goes silent, the "caclulating" sound keeps playing
This is annoying when you are building a complex circuit network and trying to pause to think. We basically have to exit the circuit machine's gui before pausing. But this is frustrating because sometimes you want to pause on this gui to think about it. No way to do that without hearing the sound effect of the machine.
