Bassically what the title says:
Signal selection (despite saying "set the filter").
.
Factoriopedia:
.
Upgrade Planner:
Deconstruction Planner.
This happens despite the fact I haven't researched most of the above.
You'll probably file this as "not a bug" though as a "signal" isn't technically an item, and factoriopedia isn't technically a "selection list".
However the upgrade and deconstruction planners do seem to be "selection lists" of "items".
[2.0.19] Signal selection screen, factoriopedia, and planner filters ignores "Show all items in selection lists" option

Personally I found this pretty spoiler-ish myself. I have purposefully avoided looking at most of the ones I don’t recognize yet but obviously that is pretty hard to do when you are actually looking for something in there for a relevant purpose.
I agree that everything should be hidden by default unless the player manually switches a toggle in the options to reveal everything that hasn’t been researched yet.

Sadly some of the things there are raw materials (e.g. ores) that don't require research to unlock. Perhaps those could be hidden until you visit the associated planet or acquire the resource? (I've had games do the later, which I like as it encourages me to go find every item in the game).
Some things are not items though, e.g. tiles, planets, enemies, trees. So those should be planet locked.
