it seems this behavior is present at least since 0.15; still I've been unable to find a bug report anywhere.
Cross-hair color should change from red to green if target is in range of current weapon, but this is now always the case: tank cannon always shows green cross-hair; the same for flamethrower (tank's one and "normal") and shotguns (normal and combat one)
Sub-machine, pistol and rocket launchers instead make the cross-hair color change as expected.
Throwable weapons (granades and capsule) show range, so no problem

Thanks for the report however that's working as intended. You can always shoot those weapons regardless of where your cross-hair is located so they always show as green.
