Ah it's the razer drivers again, disable the razer chroma integration by editing the config file entry to enable-razer-chroma-support=false, make sure to remove the semicolon leading the line. Alternatively you could try to update the razer software but that never works for long.

This is not limited to the speaker, all alert icons in map view fade out permanently with the setting disabled until you hover the alert on top of the shortcut bar. Might even be intended.

See 128176, steam only seems to check if the folder it would sync is reaching the limit, not if the cloud storage is actually full.

This is not caused by a mod, it is either a factorio bug or most likely a hardware problem. Since you are using a 13th Gen Intel cpu you should make absolutely sure you are on the latest bios before it gets permanently damaged.
