[2.0.73] Count of missing materials alert is running wrong

Setup of the logistic network:

- 40 construction robots (with +3 cargo capacity bonus)
- approx. 10k tiles to be laid (ghosts placed), some of them already built
- tile provider chest has insertion limit of 500

The number of missing resources is way off and constantly changing, never showing a right amount.
When sitting at bit and looking at the number, i observed it once to change forth and back between 17 and 3.5k (smallest and largest observerd value) missing materials - a 200x factor (!) difference.

Reproducibility:
- happens again and again. Show the right amount for about 15 minutes, then for 5 minutes the numbers are running, and the cycle continues.
- saving while it happens and reopening the save file: the numbers are still rolling a bit, but only a very small amount - like changing between 3000 and 3005 back and forth, so no real issue here. 20 minutes later the numbers are going crazy again.

Expected behaviour:
In my opinion, this alert should show how much materials are missing to be able to spot shortages and stock up production. But here with this big discrepancy and constant changes, I find it rather only annoying and distracting instead of being helpful.

The missing robots amount + missing resources amount always add up to about 3005 here. As if not existing robots would fail to deliver not existing building materials.

That is not a bug. It is not counting missing items, it is counting entities with construction jobs that could not be performed and they cannot all be checked at once.
