I checked the save, and you have not researched the combat robotics, you need to research it to unlock the capsule.

I have investigated combat robotics 1,2 and 3. Later i will put here an screenshot. And I say that because I can built destroyers and distractors and those are from combat robotics 2 and 3...

I'm sorry I opened wrong savegame
Now I can see it.
Isn't it possible, that you started the game in some previous version?
We probably changed the recipe name, so if the technology was already researched it is disabled now, we did mistake of not sorting it out in migration.

The best way for you to solve it now is to copy this to console (you can open console by pressing the ~ or / key)
