Is there a way to enable/disable train stations? I would like to automatically disable the old outposts that have ran out of resources.

Disabling train stations will be added in the 0.13 cycle (well, at least it's promised). You can also use SmartTrains (a mod) with combinator logic to only go to train stations that have material in the buffer.

If you have purchased the game you can download the full version after logging into the website with your account. You can also get a Steam key and then download directly via Steam (whatever is more convenient for you).

I guess it's best you buy it directly from the Factorio site. The team will get more of your money (compared to a Steam purchase), but you still get a Steam key (if you need it), so for you it's no difference.

If you mean island below they usually mass near shore towards the base.

Did not find an anwser through searching - maybe someone knows:

How do stack filter inserters set the filter through circuit network if multiple values are present on the circuit network?
Hint: It's not the highest value on the Network that is taken for the filter.

Seems a bit random to me
