In this case, Cargo: >10000. (aka, not selecting any items in the left box)
Train should wait until there are 10000 items in cargo then leave. But he isn't leaving.

No, that's not how the conditions work. You must select an item for the filter to work.

If you do not care which cargo it is you can select everything as an item. This counts all the items together.

That would not work, as it is not what the everything signal means, secondly, those type of signals are not available for departure conditions.
