[0.16.7] Construction bots not constructing blueprints

I'm placing a small radar blueprint across the map, and I am getting the following recurring error: the bots will build part of the blueprint, but will consistently leave some items as ghosts. As shown in the image below, I have plenty of solar panels in inventory but the bots aren't placing them. Aside from these 3 solar panels, I have only 2 other ghosts on the entire map.

My save is pure vanilla, no mods.

P.S. I've observed that this issue takes place only when I'm far from my starting position on the map - I'd (loosely) estimate ~100 chunks as the distance at which I start seeing this issue.

Isn't it still a bug if it's not placed right away despite there being only 2 outstanding ghosts on the map?
