i never saw this, is it normal that bots take repair kits out of hangar to fill up requester chests...?... how should i transport repair kits to the hangars without endless loop?

This is intended and changed pretty recently.
Do not put repair packs in roboports. Just have them in storage/passive providers or buffer chests. Bots will take them from there and leave in roboports when they land.
