Electric energy interface values?

can someone explain these values to me for the electric energy interface prototype? how to get target output, and load?
i can't make heads or tails of it.

Buffer size = 5000000 = 1 accumulator
Power production = 1000 = 1 solar panel
Power usage = 5000 = 1 radar

The last 2 numbers are applied every tick, so you need to multiply them by 60 to convert to watts.
