it will show you 1.5 for 2x at 75% (or if you want 2 at 0.75 chance), or similary 2 instead of 8 at 25%. only values bellow 1 display as percentile. eg. 1 at 30% will show 30%, but 4 at 30% will show 1.2 instead ....

Try to load the game with only bob's and and angel's enabled. If that works, enable mods one by one and look when it breaks.

Yes I'd like to know if, without bob's mods, if your mods have resources that your stuff is opened all to. Such a gold, silver, etc, etc. If so how do you access it?

I have found three hidden dependencies:
Angel's PetroChem (0.7.9) won't load without Angel's Smelting. It says "solid-lime" does not exist, source "filter-lime" recipe.
Angel's Smelting (0.4.4) won't load without Bob's Metals, Chemicals, and Intermediates. It gives this:
Angel's Bioprocessing (0.5.6) won't load without Bob's Logistics. "steel-pipe" does not exist, source "temperate-upgrade" recipe.
Angel's PetroChem (0.7.9) won't load without Angel's Smelting. It says "solid-lime" does not exist, source "filter-lime" recipe.
