[0.17.1] All in-game textures are black

Describe the problem as best as you can:

All in game textures, including ground, water, ore, trees, place-able entities, and player model are all black.
The outside 'interface' of the 'toolbelt', map (and associated buttons) and weapons/ammo bar are all visible and not black.

What did you do?

I updated to 0.17.1 via steam's beta branch options and launched the game via steam. I then started a new game via the in game menu (play > new game > play). Upon loading the textures in game I was alerted to the bug.

To try to solve the issue, I enabled/disabled and changed as many in game graphics options I could, including texture size, max render threads, disabled clouds, everything available in the ingame graphics settings menu except for sprite resolution, which I have had always on low, because the game displays a warning about my computer not being able to run high sprite resolution.


What happened?

Upon generating and loading the game, all textures were black except for rocks and trees.

Then I closed the game via the main menu quit button, deleted my mods via my pc file manager (C:\Users\Admin\AppData\Roaming\Factorio\mods), and then launced the game again via steam.

The next time I loaded a new game (play > new game > play), all textures including rocks and trees were black.
Altering map creation settings, such as cliffs, terrain generation, resource generations, do not affect the issue.
I finally tried the known graphic issue solving techniques located on this viewtopic.php?f=7&t=9300 before writing this report.

What did you expect to happen instead?

I expected to load all textures normally, so that I could play the game.
I have previously played fine on 0.16 so I believed that starting a new game on 0.17.1 was not going to cause any issues.

Steps to reproduce the bug:

Launch the game via steam.
Click Play > Click New Game > Click Play
