[0.17.4] Tips and Tricks window disappears after resizing the game window

Graphics Settings: Full Screen not checked

How to reproduce:

1. Start a new scenario.
2. Choose Wave defense
(The Tips and Tricks window appears.)
3. Resize window, maximize window or de-maximize your window.

The Tips and Tricks window disappears. And the Wave defense setup window is shown but cannot interact with it.
