[0.17.56][trains] Invalid signal position valid when signal nearby

This is minor issue - when signals are separated by 2 empty tiles, it should be not possible to put signals 1 tile in each direction on both sides. However placing signal on opposite side creates spot where signal can be placed that violates this restriction
