[0.18.38] Toolbelt slots get stuck if an item is built while mouse button is pressed

1. Set a toolbelt slot to any item not present in your inventory, e.g. a boiler.
2. Start building a boiler
3. While the boiler is building, hold down the left mouse button on the boiler slot
4. Finish building the boiler, release mouse button, drop boiler ghost with Q
5. Left-click the filter slot

Expected: you pick up a boiler.
Observed: nothing happens.

However right clicking _does_ work.
