[1.0.0] Car engine start sound plays when zooming out-of-world

Seeing that map/sound quirks like 88145 are apparently considered important enough to be fixed now ...

What?

When riding a car and zooming out from zoom-to-world view of a far away chunk the cars working_sound.activate_sound plays even though the car is already running.

Reproduction

1) Enter a car with fuel so that the standard working_sound.sound loop plays.
2) Open the map.

Now...normal behavior is this:

3) Zoom towards your *current* position until you see the world.
4) Repeatedly zoom in- and out.
5) Notice that apart from zoom-distance related volume changes nothing special happens to the sound.

But...

3) Zoom towards a position *far away* from your current one (revealed or unrevealed)
4) Zoom to world until the car sound stops.
5) Zoom out again until the car sound starts again.
6) Notice how every time you zoom in/out the car engine starting sound is played again.
