I have this problem in my base where a single side of the belt will fill up more than the other for some reason. Is there a way to even out this problem, without just letting it fill all the way back to the smeltery?

That is most likely because you have a lot of production on one side and the inserters are taking everything from just that one side. Inserters will also prioritize grabbing stuff on the side closest to them, so that's why one side is probably empty. They will grab from the far side if they have to, so it isn't like you will have a shortage. However this can be annoying so you will need a belt balancer, and I think ssilk's link should help with that.

It's not a problem. You don't lose any production capacity by having unbalanced single-item belts.

Mostly use splitters and retool your belts so that they use alternate sides of the belt. It's really something you should plan for early on but splitters do work nicely.
