To me this is done already. Except for the moving parts of the inserters which are not updated in the same way as the terrain or buildings. It doesn't adress the question of who gets priority between left and right, this feels bound to be arbitrary and still leave some visual artifacts from inserter clipping through things that have the same y coordinate.
