What's happening: the belt seems to be sliding under the items on it.
What's expected: I feel like the items should be moving at the same speed as the belt, though I accept that if items are regularly being inserted with an inserter, that could lead to some push back with items on the belt. That isn't the case here, with items being fed by a separate belt at right angles.

This is the limitation of a full belt simulation logic, it gets either completely stuck, or moves super slowly like this.

No problem. It's not impacting the enjoyment of the game. Just wondered if it was what was expected.

In case anyone else finds slidey belt animations a bit odd, this setup seems to fix it, just to keep the belt less than full permanently.
