[2.0.10] Loaders in input configuration ignore filter

Now that the GUI is available for input configured loaders. When a filter is set it is ignored by the input loader and still transfers items that do not match the filter.

On one had I can sort of see an argument that says since a loader is a dead end, everything should be dumped into the container. If this is the intention, It should not accept filters if in input mode - either by the GUI, script, or signal.

However, it has been a common use case to use setting the filter by signal as an on / off switch that does not require defining a specific signal in the loader / inserter.

I think it would be reasonable to have the same pattern available regardless of the loaders in/out mode.

Input loaders have gui available because of control behavior that was otherwise not possible to configure, specifically the enable/disable.
