I'm confused... Why is the biter egg handling tech needed to research quantum processors?!
As far as I can tell, quantum processors don't need biter eggs as part of their crafting...

If you play on peaceful-mode you can't beat the game, because there are no biter to unlock quantum processor.

While "no enemies" and "peaceful" are two different settings that essentially deactivate combat, in any case there will be neutral biter nests on the map that you can capture. In "no enemies" mode the neutral biter nests will not spawn any biters/spitters tho. So you can finish the game in any case. The map gen settings actually explains that in a tooltip, but nobody reads those apparently.
Apart from that, I agree with you that the quantum processor should not depend on you capturing a biter nest. Apparently, during the development phase of Space Age the quantum processor indeed required biter eggs as ingredients. While the recipe was changed, the technology dependency was not. This feels like an oversight or a bug.
