Is this is a bug? I would expect higher quality turbine to consume same as Normal quality like other machines.

Normal quality Steam turbine consumes steam 60/s, Uncommon quality consumes steam 78/s.
Is this is a bug? I would expect higher quality turbine to consume same as Normal quality like other machines.

This is not a bug. They consume more steam to generate more power per turbine.
