Add an option to hide spoilage bars on belts even in alt-mode

I'd like to have a toggle under the "Alt-mode" settings that says something like "Show spoilage bars on belt items".
I personally like to play on alt-mode on, but I find the spoilage bars cluttery once I finished designing my Gleba base.

(Mods that add more spoilage mechanics that don't spoil into waste products- such as furnaces spitting out hot plates that need to cool down first- clutter up entire sections of the production line.)
