[2.0.23] Factorio stuck at 0% loading mods

[2.0.23] Factorio stuck at 0% loading mods

I have no mods installed.

I've played the game a while so this is new but since recently I can't start factorio.
It's stuck at 0% loading mods.

I've verified integrity of the game, there's no issues there.
It appears that restarting my PC helps but I have to do it every time.

I would expect factorio to not get stuck at 0% (only saying this because the how to ask for help post says so).
