[2.0.45]Parameterizing: why was the quality selection GUI missing?

Was this just a the-game-did-not-load-completely-yet thing or an actual bug? (I still did manage to change the quality with Alt+Scroll wheel)

It generally doesn't appear until you research quality. You seem to be in the sandbox and probably haven't enabled /cheat and are not in /editor

Oh, yeah, that makes sense — but why can I then still change qualities so awkwardly? NaB.
