[2.0.43 SA] Can place tile ghosts where placement is forbidden

Repro at steam version stable 2.0.43 Space Age

Looks very similar to this report: viewtopic.php?p=669048
But I can place tiles more freely and have a different repro steps, so post this just in case:
1. On Aquillo place concrete normal way by player
2. Then pick to hand stone-bricks
3. Press Shift to activate ghost mode placement
4. Forbidden places become "green".
