[2.0.51] Tooltips render behind cursor stack icons

Cursor stack icons cut off text of the tooltip making them difficult to read. Make tooltips render in front of cursor stack icons.
I know there's an option for tooltip cursor offset but it's more for OS cursor accommodation?


It gets more egregious at higher UI scaling. (this is with 125%)

Bug report I had from a Chinese user

This problem may not be noticeable in English, but it's quite severe in Chinese. Therefore, I hope that during GUI selections, the icons could be hidden or at least the description text and icons don't overlap.
