Atlas cache is 27 GB

Is it normal that the atlas cache is 27 GB big?

If you have a lot of mods and multiple cache files, yes, it is normal. For Space age, atlas cache is usually ~3.25 GB.

I have only Space Age. I briefly had a factory planner mod and Staged Blueprint Planning active. But it sounds unreasonable that they would blow up the atlas cache that much. And what do you mean by cache files? I don't think that's something that I can even control. With that said, this is not normal. Can I just delete them?

Yes, you can delete them. The value is configurable in config.ini or "The rest" options and is meant for players who know what they are doing. Atlas cache is disabled by default, it's advantage is to speed up game startup.
