TL;DR
Adding the Ice Melting and Holmium Solution recipes to the Biochamber makes its usage on non-Gleba planets more interesting, but still optional. Why?
A common complaint about the Biochamber is its lack of usefulness outside of Gleba, despite it being one of the "flagship buildings". The Foundry, Big Mining Drill, EM plants, and the Cryogenic Plant all are useful in many places beyond their original planets, but Gleba's Biochamber feels both harder to use and less useful. These two specific recipes make sense to put in the Biochamber both from a realism perspective and a game-feel perspective.Ice Melting is a recipe that would benefit tremendously from the Biochamber specifically on Aquilo, during bootstrapping power or brownout recovery. The Biochamber, requiring only Nutrients and no Electricity, would be a very attractive way to recover instead of slowly waiting for a few solar panels to power a single Chemical Plant.
Ice Melting would also benefit space platforms for inner-planet spaceships that might run low on water.
On Fulgora, Holmium Solution is a major bottleneck, and importing Biochambers presents a more interesting challenge to solve it as opposed to just recycling more scrap.
None of these situations are necessary to solve the game or the problems at hand, but present interesting opportunities for different solutions for those willing to try putting the Biochamber elsewhere.
