Biochamber sometimes kicks out nutrients in favor of higher qualities

As shown in the picture, a biochamber using common nutrients as fuel will trash the common nutrients to use higher quality nutrients as fuel, which sucks.

Still, biochamber should not reject valid fuel because better fuel becomes briefly available? It should use up entire fuel and then seek for new fuel once it's empty.

The biochamber will never *move* fuel from the fuel slot into the trash slot. What likely happened is: the biochamber ran out of fuel and both the fuel inserter and quality fuel inserter grabbed items at the same time - with the quality one inserting first, and the non-quality one seeing "it's full, but is a spoilable item - so put it into the trash slot".
