LuaLogisticNetwork::id_number

I'd like to be able to get the id_number of a logistic network. This will be handy for work-spreading tasks so I'm not polling all logistic networks at the same time.

Logistic networks currently don't have any kind of id_number.

This was implemented as LuaLogisticNetwork::network_id.
