allow_on_deep_oil_ocean collision mask

https://lua-api.factorio.com/latest/pro ... _oil_ocean says indexed by "allow_on_deep_oil_ocean", however it seems to actually be indexed by "rail-ramp/allow_on_deep_oil_ocean"
