Make "No item" normally selectable for filters

I think this "No item" virtual object should be selectable as a filter for splitters from the filter menu (as well as for other logistics options that may benefit from such a filter, for whatever reason):

It's a small thing, and it isn't necessary to have this functionality, since you can just connect a splitter to the circuit network, then toggle the "Set filter" option in the circuit window on and off to set it, then copy it to other splitters or store the "No item" object in your quickbar. We also had other options in the past, traditionally the deconstruction planner works in almost every practical case. But the current methods are clunky if you want to have the "No item" filter specifically, and there is a short period of time where you can have splitters but no access to circuit wire (particularly for new players). It'd also make it feel more consistent to the other filter options.

If I had to decide where to put it, it'd probably go above the chests in the Logistics tab (since it it a logistics related operator and would be immediately visible), or to the right of the Blueprint book in the Production tab (since it's a virtual item, and the blueprint items sort of follow the same logic even if they are treated as tangible items). Alternatively its own unique checkbox next to the filter button itself or at the bottom part of the menu.
